SisIYA release 0.4-18

This is the 0.4-18 release of SisIYA a system monitoring tool. Added input validation for the recieved messages in the SisIYA daemon. Added a new check for MySQL tables. The SisIYA daemon prints its version in the syslog. Changed the behavior of the sisiyac client program when the message length is greater than MAX_STR to truncate the message instead of just exiting. Removed the sorting of systems via statusid in the systems overview page, so that they stay on their alphabetical positions.
