Dia is a gtk+ based diagram creation program released under the GPL license. Dia is designed to be much like the commercial Windows program 'Visio'. LX-Viewer is a program that will allow you to open, view, print and convert DWG or DXF files, typically used in AutoCAD related technical drafting.
