SwiFTP is an open-source FTP server that allows you to connect
to your phone over wifi or cellular/3g to upload and download files.
Any FTP client can be used.
It emphasizes simplicity, ease of use, and small size.

Verdict:
SwiFTP is the best FTP server available for
the Android platform. It offers reliability, fast operation, and is
extremely easy to use. SwiFTP gets our highest recommendation. It does
lack any
configuration options such as timeout settings which is unfortunate as
it is no longer being developed.
